I have had two '47s, a '48, a '49, and a '51. All with original square-top ET4/E7F1/E7S1 carbureters with integral governor. All have had this plate between the two mounting gaskets. If you try and mount the carb with only one gasket, and without the plate, you may find that the manifold adaptor stud will be too long and it will contact the carb casting under the idle mixture screw, causing the carb to be held up on that side. This will keep it from being tightened down enough to get a seal at the gasket. As far as the plates intended purpose, or why it is not found in the parts manual, I can not answer that.
