Sounds like you got yourself an M-37 carb or some derivative of it. Go down to Alan Bowes answer below and look at the site he has listed and compare your carb with his. The accelerator pump is vacuum powered on these carbs.
Is this an M-37 or a civilian Power Wagon? They are quite similar but also have many differences.
