Is it really a side-draft carburetor??? Or does it just have a 90-degree elbow at the top, like the M37 carb (which is actually a downdraft carburetor)? I'll have to admit that I can't think of what a Zenith Model 29 looks like. Do you have a picture?

Anyway, it does sound like a carburetor-related problem. There are several possible problems with the carb (and even more if it really IS a side draft carb).

When you say the carb bowl is "full," just how full is it? If the float level is too high, you could have a flooding problem. Could be some bad gas in the system. Could be a plugged air bleed to the fuel nozzle. Could be dirt/debris almost anywhere in the circuit. Could be a combination of the choke not being applied and/or an accelerator pump that isn't putting out a proper stream, and/or misadjusted idle screw. Depending on the carb, it could also be a mismatched gasket, warped casting, etc. It could even be some water in the bottom of the fuel bowl (a pretty common occurrence). Could be a problem with the enrichment circuit (aka. power valve, economizer valve, enrichment valve). Etc. Etc.

It's probably a good idea to overhaul it, just on general principles. Kits should be available from the "usual" suppliers (see Joe's link page, or mine at http://todacosa.com/html/m37-pw-resources.htm
