Others have mentioned to make sure you are on the compression stroke when staticly setting the timing. They are correct. In case you're not sure whether you're on the compression stroke put your finger over the number 1 spark plug hole while your friend is turning the motor over by hand. If you feel air pushing against your finger that's the compression stroke. That's what you want. If you feel no air prssure that is the exhaust sroke. I have a feeling you have the distributer 180 degrees out. Otherwise it should at least sound like it wants to start. You say you have spark and you're putting starter fluid in the carb and it wont start then it must be timing. Keep trying, you'll get it.
