You got yourself a sidedraft carburetor. Starter fluid is very volatile so you don't need to get it right down the gullet, just all over the inside of the intake. Don't go wild with that stuff, it's very flammable!

If starter fluid won't get it to catch even for a second or two then you've essentially ruled out the fuel system. If you're sure the spark is good, then you probably have a serious timing problem. The spark has to hit at about the top of the compression stroke, I think 2deg ATDC is usual, but anything close (+/- 10 deg) will work. The problem is telling the difference between the compression and exhaust stroke. The compression stroke has both valves closed, the exhaust stroke has the exhaust valve open - no compression, no ignition.

I suggest that you recheck your timing setup. Verify that the timing marks on the pulley correspond to the reality of piston position. You can check this by removing the small inspection plug in the head at the #6 cylinder and inserting a coat hanger wire. Turn the engine by hand and note when the cylinder stops rising and starts falling. #6 and #1 move up and down together so #1 will be in the same place. The TDC mark should be somewhere near where the piston changes from up to down. Don't use the starter motor for this experiment. If all else fails, pull the flywheel cover and have a (good) friend turn the engine be manhanlding the flywheel.

If the TDC pointer is in the right place and the distributor is delivering the spark to #1 at about TDC, then check that both valves are closed when the spark is deliverd. Do this by removing the front valve cover on the side of the engine and observing the valve motion while your (good) friend rotates the engine. Both valves will be uncompressed at TDC only on the compression stroke. The spark should come at about that time.
