Besides the obvious like thermostat, loose fan belt etc., perhaps the coolant transfer tube has rusted away. This passes pressurized coolant from the pump through the block, discharging it within the block in the areas of the exhaust valves.

It's just a cheesy stamped steel affair about 2 feet long that usually rots out within 30 years!
I surmise that when driving, it dosen't boil because the revs are up, passing more water through the engine. You have to pull the water pump to get access to it. Maybe you can peer down through it with a small flashlight to check it's condition.. Yes, the radiator has to come out to replace it. It's usually a bear to accomplish. Think of swearing as a lubricant!!
