From your posts this sounds like a shaft that is on the inside of the pto. Am I correct? Do you have it apart? If you do a simple file test will tell if it is very hard. Apply a file to one end or a portion that bearings do not ride on. If it skates across or is very hard to file it has been hardened ( and I'm guessing it has ). Also, what is the diameter? I'd be happy to help further if you like. Working in a job shop I've dealt with these kind of repairs quite a lot. I work pretty cheap for fellow enthusiasts.
