PTO Shaft

Thanks for all the great input on a subject I not very familiar with. But here is the application:

This is the idler gear shaft in the PTO unit that the idler gear and 18 loose roller bearing rotate on. The shaft is locked in the PTO housing by a screw in the shafts retaining ring, thus it does not move, but the bearings rotate on it. It needs a hard surface, not so hard inner core, to allow good wear capabilities but will hold up to the gear torgue from the transmission and the load of the winch. Here is the specs of the shaft -
1.0325Dx4.875L The CC part number is 1392453. This shaft is not available, so I'm trying to determine the best approach. Any body that has the after-type transmission and PTO unit is faced with this problem. I can buy drill rod that has already been hardened in 36 inch lengths and then have it ground and cut to size or rebuild the current shaft. My guess is the original is either chromolly 4140 or 4340 material. These shafts went through some sort of heat treatment, they have a very hard surface. It sounds as though the welding and grinding approach may be better than using hardened drill rod. One of the machine shops in town uses the welding method to rebuild crankshafts journels. Any last thoughts would be appreciated. Thanks
