I guess that I need to know what your goal is? You currently have a pto shaft but it broke or is excessively worn? Rockwell 60 (assuming you mean C scale) is extremely hard! Yes, I would lean away from the high hardenablility/high hardness steels. This is no axle shaft. It does not see near the loading or number of cycles. My guess is that the original shaft was some plain jane variety of mild steel. I would repair the original using a standard mild steel electrode and I would replace the pillow bloch with one that that has a set screw on the inner race to eliminate away relative motion. Good luck and I would be happy to provide more information. BTW, I am a Metallurgical Engineer for Caterpillar.
