Oil hardening drill rod is not hardened. It can be hardened by quenching in oil and then tempered at the right temperature to achieve the correct hardness. The shaft would be hard completely through. A better steel for your application would be a good case hardening steel like 8620 which could be carburized and hardened .06 deep and leave you with a hard skin layer and a tough core. In either case the surface should be ground after heat treat to give a good surface for the bearings to ride on. With all this said, it is much simpler to find a replacement shaft than to make one.
