If you can provide a little more information, I can help you. I am not familiar with oil hardened drill rod. Is it a furnace heat/ oil quench product? Unless it is induction hardened, or carburized/nitrided there will not be a 'case' as you mention. There may be some hardness gradient, but the hardness will not be a step function as suggested by the term 'case'. If you can provide a material spec, or material and heat treatment information I will tell you exactly what you are going to have.
