The story I was told was that U.S. Body was supposed to form the fenders with both styles of flanges. The customer could just cut off whichever flange they didn't need for the particular style of box they were mounting them on. This didn't happen. They formed only the flange to mount to the 2nd and 3rd series boxes.
They actually used one of my NOS fenders as a pattern to make their mold. I was not impressed. They did not follow any of the directions that I included in the crate for them as far as letting me know when they received the fender, advance notice when it was coming back, or documentatiion of the amount I wanted them to insure it for. They also sanded down the original NOS fender that was still coated in the original primer, and applied new primer to it.
