Just make up a bill of sale and note the frame is being sold "as-is, without title" and leave it up to the buyer to title it or whatever.
Perfectly legal in most states. You want to get rid of it, why jump through more hoops than you have to?
And don't obliterate the serial number.
BTW, whomever said it is the BODY vin that counts, that is false in most states if there is a frame serial number, as it supercedes the body s/n.
