DMV Question on a Frame??

I asked at the Washington DMV today if I could sell a frame with out a title? They responded you could but the other person might need it to put in theres? Is this the only real part you need the title for? I never sold a frame befor and was just asking to find out. I thought it would be no big deal. Anyone else bought a frame before with out a title and used it? This frame is over 62 years old and has not been licenced in over 40 years! The title has been lost and I just got a bill of sale on it. It will never go on the road again whole that's why I did not care. It is being parted out completely. What gives do they just want more money from me? Mark H.
