Did you alter the rod from pedal to master cyl?
If it’s to long it won't bleed and same for If it’s to short.
Plunger maybe going in to far or not in far enough.
Is the push rod adjustable?
One truck I change master and it was total different setup than nos.
I had to make push rod with a turn buckle to adjust length of travel of the plunger.
I then took master and emptied it, I had to measure how far in went the plunger looking threw reservoir to see when it open and when it close. I measure how far in the rod went in.
Then I had to measure travel of pedal
Then I made the rod that long and it got me pressure then I did fine adjustments.
Just a suggestion.
