Combat rims are bolted together.Tightening the bolts pinches the tire on a steel band inside the tire.This ring inside of the tire kept a flat tire on the rim, allowing you to run on a flat. Mostly the inner rings have been discarded over the years.
The civvie rims are two piece 'split rims'.
