....to turn a steel bar to an OD that's the same as the ID of the water distribution tube. Insert the steel bar into the distribution tube, wrap the outside of the distribution tube with copper or brass shim stock and use pipe wrench on the shims to "wiggle" the distribution tube up and out.
Be sure that the shim stock is thick enough to prevent the pipe wrench from crushing through it and marring the finish on the water distribution tube.
Another thought is to make a slotted, expandable insert for the water dist tube. Once inserted in the water dist tube, a threaded shaft in the middle of the insert is turned and thus expands the slotted expansion insert. Leave enough material extending out and up of the water dist tube to facilitate grasping the insert and pulling up to remove the water dist tube.
Many Harley engine and transmission tools are of the expanding type.
