The Dodge PTO is 1-3/8. I see you can buy adapters to adapt the spline, which would be easy to adapt from 1-1/8"-1-3/8"...but I can't see how you'd be able to adapt down.
Clint was saying that the later Ford 8N & 9N PTO's were 1-3/8", so I guess the easiest is to find one of those. I put a post on the Ford tractor forum & got tons of guys emailing saying they had 1-3/8" pulley units, so unless they are mistaken, they are out there & your estimate of $150 seems to be acurate for them.
