Vaughn's post was for a minor brake adjustment and details correctly how it is done
for a "Major" adjustment / setup after a brake reline here are the steps
1. get the factory manual
2. read the part that pertains to the model you are working on
3. get brake tool and measure finished drum
4. get arbor tool and set heel & toe
following the detailed instructions in FACTORY manual
5. replace wheels & follow vaughn's notes

there seems to be a tendency of some on the forum to do proceedures without first reading and understanding the shop manual.
just go to any auto/truck dealership service
department an look at the number of shop manuals the technicians use every day.
if they cannot work without them and they are professionals how can anyone else ?
