Tires are rotating parts, and 'shimmys' will also come and go at various speeds and appear to be a vibration, normally felt through the steering wheel, but not always. If, by adjusting and repairing front end parts, you can change the speed at which the vibration occurs, then he most certainly has a problem up there. If the vibration is constant with speed at the speed everytime then the driveline may be the problem, but normally only under load. These shimmy problems were very common in the '50's and '60's but are less common on newer vehicles. If the u-joints are not 'phased' that could certainly be the culprit. OR it could simply be a worn u-joint, old Dodges had a hearty appetite for u-joints.
