Maby this is where the confusion lies...
I washington state, There are 2 owners listed on the title. The legal owner, and the registered owner. Normally they are one and the same person. Sometimes, as when you finance a vehicle, the legal owner is the bank, and the registered owner is the person financing the vehicle.
What you say about sending the title back and forth makes sense, but Washington has done away with that by suppling the bottom portion of the title that you send in stating who the new owner is.
I did everything as I was supposed to do by WA state law. I dont know of anyone on this forum who cooks titles or steals trucks as you accuse us of.
