In NY Older Vehicles are NOT Titled. I believe its around the mid 70's and up that you get a title. Vehicles prior to that only get a Transferable Registration, this includes Antique Boats, trailers, etc. Its a small piece of paper a little larger than a credit card. On the front is the Owners name and vehicle info. On the back is a place to transfer to a new owner. You just enter the new owners name, miles and give him a bill of sale. He then fills out a registration form at DMV, gives them the Transferable Registration and the Bill of sale and an insurance card (proof of Insurance) and he gets a new Transferable Reg in his name. Also DMV collects the sales tax.

However, if the new owner chooses not to register the vehicle (used on his own land not on public roads) or whatever, he just holds on the transferable reg you gave him. He can resell it with just a bill of sale. TAs long as there is a paper trail of Bill of Sales, and the original transferable reg is goven to each owner, that is all NY requires.

And if you have a vehicle with no title, and you have owned it for 2 years, you give DMV a pencil tracing of the VIN, fill out a few forms and your given a NON Transferable Registration. DMV then searches for a stolen vehicle, if all is found ok, you will receive a TRANSFERABLE REG in the mail in a month or so.

Of course its the Owners responsibility to Remove the License Plates and Inspection sticker and registration sticker when its sold to a new owner. Your then off the hook.
