The reason those pins are hard to remove is because they are worn into place. The pipe is a good idea but the slide hammer probably isn't nessesary.
With a few hefty chunks of wood and a bottle jack or leaver, you remove the tension of the spring on the shackel pin. You'll be able to tell when you've done that because the grease zerk will now accept greese. A few turns of the pin will spread the greese around and the pin should then slide out. Don't forget to loosen the shackel clamping bolts first!
