No Washington has strong title laws. Just try to title an out of state vehicle here. They are gone over with a fine tooth comb. and it is not for saftey. They are looking for stolen vehicle or vehicle parts. They every so often find a car that was stolen 30 to 40 years ago. They recently had one that was stolen in Mississippi in 1967 they were able to contact the original owner and the person who tried to title it in Washington was out a vehicle. Do not try to wash titles in Washington.

There is no way that the state can force title transfer at the time of sale unless they put up a web site or keep offices open 24 hours a day. Nor is it possible for the parties to transfer title exactly at the time of sale. That is why you have a signed and dated bill of sale and the portion of the title that is sent to the state indicating that the ownership has changed.
