In California there's a form you file with the DMV when you sell a vehicle that says you no longer own it, and who you sold it to, so if they never title it, it still doesn't come back to haunt you. So you do sign the title and hand it over, like several folks here have said, but you also send in a separate form (it's even attached to the title) called "Notice of Release of Liability". You have to make sure you get a valid name/address from the buyer, but it says on the form "When the information contained in this form is recorded by DMV, liability for parking and/or traffic violations and civil litigation resulting from operation after the date of sale becomes the responsibility of the subsequent purchaser(s)."
