Although I have not personally used it on tar, there is a product called "Goo Gone" which works well on a lot of petrolium based glues and such. The main selling point is that it is citrus based and very mild to lungs, skin, and paint. If it doesn't work great on tar, keep it around the house for all the other stuff. You should find it at the local store or you can find it online.
It advertizes that it works on asphalt and tar in pet hair, so it should work for you.
