Help! need to take paint off of chrome.

I have a set of PW tags, and other trim (some stainless) that were painted by the previous owner, I think it was to much work to remove the nuts that held them on.

In any case, I need to get the paint off, and I don't want to damage the chrome finish, or tarnish the stainless steel, any ideas on what is safe?

Sanding seems to harsh, paint thinner didn't budge the paint, and I am afraid stripper will damage the finish.

I think it is some kind of house paint, but I am not sure if it is oil or latex.

Any thoughts are welcome!
