Lacquer thinner works well, and so does clear primer for PVC glues, regardless of how thick the tar is. Both of these are pretty nasty, especially in a closed environment, and lacquer thinner is very flammable (I don't remember if the primer burns). Gasoline removes tar as well, but the fact that your using kerosene suggests that you are aware of the safety concerns of gasoline. My guess is that gasoline and lacquer thinner are equally as dangerous.

I STRONGLY recommend getting a respirator mask with changeable cartriges for VOC materials, regardless of which chemical you choose to use. The masks are not very expensive ($20.00?), and are lot cheaper than replacing your lungs or your brain cells.
