FF seatbelts

While working on my 63 WM300, I pulled the seat out and found a set of seat belts, they appear to be about the same vintage as the truck and are made by Superior industries.

Were belts optional in 63? They look similar to a set that my Dad bought in 59 from Sears to put in his new Rambler.
