Since the accelerator pump in the Carter B&b ETW1 carb is vacuum operated, and because of the elbow on the air inlet of the carb, you won't be able to see the accelerator pump in action unless the engine is running and you use a borescope or a mirror and light to look down into the carb throat.

Some possible causes of hesitation include:

- Accelerator pump leather seal worn.
- Debris or corrosion in accelerator pump ball check valves.
- Vacuum leak due to bad gasket or fit between throttle body and main body, or between main body and cover. This would cause a shorter accelerator pump stroke, if any at all.
- Weak spark due to some combination of coil, point gap (dwell wrong), condenser, plugs, carbon tracks, ignition wires, etc.
- Timing is off.
- Centrifugal advance weights are stuck or springs are stretched or broken or incorrect. (No vacuum advance on stock military distributor.)
- Governor damping piston is sticking.
- Bad gas.
- Etc.
