My '68 BMW 2002 had a similar brake light switch. I think it was mandated by the federal vehicle saftey laws beginning with 1968 vehicles as a warning light when the brake fluid got too low and needed to be topped off. The light came on with the ignition to show the light bulb worked, then went off after starting.
