help with clutch/tranny problem

I finally got my '54 C1PW started. When I put in the clutch (which only goes in a little over half way), put it in gear, and let out the clutch, the PW doesn't move but it sounds like two gears are BARELY touching each other going in opposite directions. What the heck is wrong?
