How does ordinary text look on your monitor? If it's sharp, then it's not a focus problem (or a problem with brightness and contrast). If you've tried using the "high color" setting (16-bit, 65,535 colors) and it still looks fuzzy, it might not be a dithering issue. If the problem appeared right after you did a new system setup, it would suggests a software or configuration problem. One possible cause would be the use of a video driver that is incorrect for the video/monitor setup. Windows comes with a number of video drivers. If you install a new video board, the board may also come with a new video driver that should be installed. Sometimes one of the 'generic' video drivers will work fine and sometimes not.

If ordinary text looks fuzzy on your monitor, be sure to try lowering the brightness and contrast just a bit to make sure you're not overdriving it and causing the image to 'bloom.'
