251 Engine ID and Timing Question

Need help identifying the engine in my 1967 WM300. The block is stamped (or re-stamped) C 251 329 / where the serial number should be. Cast and tag numbers elsewhere on the block are: 1327236, 09136, 1400229, CWC3, A B157 22, and 03086. The head is stamped 1632389 right behind the oil filter. I think it's a replacement engine and maybe even a Chrysler Industrial engine.

The timing indicator is missing, but the four spot welds that secured it to the timing gear cover are still evident. Funny thing is, location is the 10 0'clock position when looking at fan pulley, not the 12 0'clock centered position shown in the manuals.

Also, the water pump housing is very different from the one shown in the manuals (which looks more like the pump on the 230).

Can anyone shed some light on this? Thanks!
