At partial throttle you have less mixture in the cylinders and lower pressure, so you can run more advance. A vaccuum advance does this automatically, so you should get better gas mileage. However, in these underpowered old flatfenders you need full throttle a LOT. In a modern world, the only time you don't use a vac. is in full race operation- like drags. Personaly, I run a vaccuum advance.
