The heat control valve deflects some of the hot exhaust gasses into a special chamber cast into the intake manifold. This helps to compensate for the lack of engine heat that has not had a chance to reach the manifold and carburetor after a cold startup. Heating the manifold and lower carburetor helps to control carburetor iceing. Carburetor iceing does not just happen during the winter. We have cool damp sommer mornings here in the midwest that causes my carb to ice on occasion when I have the valve set to the "summer" position. This causes the throttle plate to stick in the idle position. Usually happens just as I leave the gravel road and get onto the state highway during morning "rush hour".
