I was having this problem of rpm's dropping and rising while the throttle was in one position. Thought it was the float adjustment. And it did need adjusting which I did. It seemed ok after adjustment but the problem came back. Took the carb apart again looking for any dirt or obtructed passage. Finally took off the brass fitting that the gas inlet threads to. Found what looked like wood chips obstructing the gas flow. Aha! Seems to run fine now except for a slight hesitation when first hitting the trottle. I have noticed from checking various causes that the distributer shaft has a maybe .015 to .020 wobble. I guess new bearings in the dist are next. It's frustrating and satisfing at the same time. Glad I have time to work on it and not have to hurry.
