250' of 7/16" will fill the drum to about one layer shy of completely full. The common theory is to run only 1/2 the total amount that your drum will hold. The reason behind this, is that you loose pulling capacity with each additional layer that you build up and lay further away from the axis of the drum. I like to run the full 250' on mine because I use it for things such as lowering and raising windmills where I sometimes have to do some elaborate rigging with multiple snatch blocks and double and tripple line runs which uses up cable length real fast. Even on simple close pulls, I always use a snatch block and double line the cable to make the pulling slower and more controllable.
