Emissions question(Aargh!)

Okay, so my '85 Ram failed Emissions. i just rebuilt the carb(Carter AFB Competition Series) last year before emissions and the tester(same guy this year) said it passed with flying colors, everthing was perfect etc. now this year he is telling me that my CO emissions are too high at fast idle, but he couldn't tell me what was wrong or where to start, would the floats cause this? i believe my floats were set too high(even though set to spec), because the truck hadn't been liking the hills too much and i could smell gas every once in awhile, along with some difficult starts,(sounded a little flooded.) but then again, the float settings havent changed from last year when it passed with flying colors, i suppose they could have lost their adjustment over a year, but then again i measured them and they measured the same on both sides. i adjusted the floats down in the bowl for less gas, and can tell a difference in how the truck runs, it's starting easier too. any other suggestions? the mechanic who did the test was also trying to tell me "maybe you should jet down a size" but, i've been running this jet/metering rod size for about 18 years in this truck and have NEVER had an emissions problem, save once when the carb was in severe need of a rebuild a few years backand i do not want to jet down,(I like the jet size i'm running!) I have had lots of experience in carburetors too and i'm confused as to the problem. I also just put some fuel system cleaner in the tank to see if a few bottles run through would help get all the carbon deposits i couldn't see when i used the carb cleaner. Even when my Dad had the truck and it ran terribly it still passed emissions, any thoughts? thank you all, Jason.
