I think the increase in compression ratio will help regardless of how well the engine breathes. I agree that going with a head that will give a CR around 8 is a good idea. I think the fundamentally poor design (3 ports) of the intake minimizes any gain that dual intake manifolds and hotter cams might give to a more modern engine. Furthermore, the engines can't turn higher rpms very safely which also limits their ability to gain from what should be better breathing mods.
And bear in mind that the hotter cam and dual intakes will degrade performance in the lower rpm ranges. But higher compression and better exhaust flow will help at all rpms.
