Is there, or is there not, a ordinance in your town against unlicensed/unregistered vehicles being parked on the street?
If there is, then the neighbor was well within his rights to call on any or all vehicles matching the criteria. And the police are well within their job duties to ticket every vehicle in a neighborhood matching this criteria.
Yeah, it sucks. But blaming the cops for this is not accepting responsibility for not obeying the ordinance.
The time to complain is when the cops act in an arbitrary manner outside of the law, as we've seen posted here before.
It's tough trying to keep within the law with old vehicles. I know, I have two of them alongside the house that I've hidden with a fence, so as not to generate complaints. The law about unregistered vehicles on the street is meant to protect neighbors from their neighborhood turning into a dump. It was your bad luck to get caught up in the police sweep. As far as that goes, the cops here when called will usually ticket all illegally parked vehicles in the neighborhood.
