My opinion is that, if your engine is not idled too low, maybe the oil pump is worn enough so as to no produce higher pressurer at idle rpms.
There are facts we do not know,
how worn is the engine and components,
how much sludge has collected on the filter screen and oil passages ? It could be a combination of several things.
Make sure your idle rpms are correct and try to find what the pressure at idle should be, my book says my 251 normal oil pressure at 1000 rpms is 40psi.
Also if your oil has been deluted with fuel over time it will be thinner and not produce 40psi as easy at idle as would too much clearance from worn main and cam bearings.
