Carter AFB doesn't like hills

hello everyone. I have a Carter AFB competiton series carburetor on my '85 Ram 1 ton. I have a 360 with mopar perf. valve covers, accel coil, new distributor, Bosch premium plugs and wires,new alt, water pump, fuel pump, run full or semi synthetic valvoline oil, STP oil filter, premium gas(it just seems to run better on 91 rather than 88) have new fuel filters, rebuilt heads (tanked, cut, new valve guides, etc.) yet when I get on a steep hill it acts like the floats are shutting off the gas flow and the engine idles really rough and wants to die. I just rebuilt the carb and it runs excellent except if it is on a steep uphill grade, or if it gets too hot(acts like vaporlock, and takes about double the regular cranks to start) the truck usually starts with anywhre from one to 3-4 cranks. I have the Mopar anti-vapor lock package installed in the truck too. I have adjusted the idle mixture, accelerator pump, choke etc. nothing seems to help. the shop I had do emissions on it last time said my idle mixture was set perfect within about a half or quarter turn. I have done everything I can think of including check for vacuum leaks. almost everything in the truck is new as it has been my daily driver/project truck for 8 years. the truck also runs/ starts easily and quickly when its cold, so i don't believe the" Oh Dodge are just cold blooded" thing either. any help would be appreciated.
