Matt, I had this same problem, only it was on a 6-volt truck. The fuseable link within the fuse would never fail, but the fuse itself would get hot to the point that the solder that attaches the metal end onto the fuse would melt. When this happened, all lights would go out, usually while traveling top speed at night. What the problem turned out to be, was a little bit of corrosion inside the metal fuse holder causing resistance. This is the part that you put the fuse inside and insert it with a quarter turn into the receptacle on the light switch. Shining up the bore with some 600 grit sandpaper cured the problem.
