Most shops that turn brake drums can also re-arch the brake shoes to fit the turned inside diameter of the brake drums. It saves a lot of time adjusting the brakes while they wear in to the exact dimensions of the drums. It's also safer.

Do you know that WC's, M-37's and Power Wagons have a major adjustment as well as a minor adjustment for brake shoes? The cams that you are working with are the minor adjusters. The pivot pins that hold the ends of the brake shoes are also eccentric and are used to fit the bottoms of the shoes to the drums. The cams fit the tops of the shoes to the drums after the bottoms (major) are adusted properly. This may help you get your new shoes to fit better.
