If you have a good size CO2 extinguisher you could use it to chill the assembly before applying heat. The idea is to use the CO2 to get the core temp down (about -60F) then use heat to expand the outer part. The rust bonding the two should be less thermally conductive than the base metal so you should be able to produce a substantial thermal gradient and hopefully pop the two apart. Good luck.
