Cost is the reason most new cars have cast iron manifolds. Cast iron is a few dollars per unit when mass produced and headers are much more costly. Another point is the reliability (AKA lifespan) of headers can be shorter do to rust and stress from vibrations. I have headers and dual exhaust on my 73 W-100 with a 318 and a 4 barrel. I put the carb on first but it really came alive, both low end and high speed once I put the headers on. My Jeep Wrangler came from the factory with headers and it now has 99,000+ miles. So you can see when done right headers can have good reliability.
