Use a paint that is formulated to go over rust. I know it sounds strange but please hear me out. The product I'm going to use is POR 15. I've used some on some misc. parts already and it is very tough stuff. I've never seen a paint get as hard and tough as this. I have no affiliation with this company I'm just a satisfied customer.
