Totally agree with Bruce. High Presure washer will never take real rust off. It may peal some loose flakly rust. Its great for removing the gobs and layers of crud.
The crud/grease acts like a shock absorber to the sand blast media. It takes a hugh anount of media to clean deep deposits of grease and crud. If the metal is cleaned first, the media works quickly. I have used my presure washer to clean up PREP 3 PW's frames for blasting with Black Beauty. That method works great. Then as Bruce suggested, use high presure air to clean out the cracks. If you dont have a dry, very dry storage place, you must prime immediatelly or you will get surface rust immediatelly.

My shop is so dry, I have had blasted sheet metal sit for 3 months before priming with no surface rust.
