Combat wheels are from the WWII WC trucks. The outer rim is bolted on with 10 bolts. They originally had an inner piece to the rime that stopped the tire from coming off when it went flat.
Budd wheels: This usually refers to the wheels on the flatfender PW and M37s. They are a split rim and are stamped with the name Budd.
I am not sure who buit the wheels for the 50s and 60 W series trucks.
